First, confirm the pause is real and not just a display error. Log out and back in. Try a small withdrawal, not a large one. - Wait. Pauses usually resolve in hours or days, not weeks. Check the status page, set a reminder, and do not spam the withdraw button.
- Sell to a stablecoin if you need liquidity but cannot leave. That does not move funds off, but it freezes your value in a less volatile form while you wait.
- Use the exchange's own "withdraw to another exchange" feature, if it exists, to move to a second exchange whose withdrawals are open. That is still a withdrawal, and it still requires the first exchange to process it - but sometimes the second exchange's wallet is already whitelisted, which can speed things up.
- If the pause is long and the exchange is showing other signs of distress - delayed support tickets, a sudden change in terms, a spike in social media complaints - then the real question is not how to move funds, but whether your funds still exist. In that case, your options are legal, not technical. You can file a complaint with the exchange's regulator, or consult a lawyer. Do not send your coins to a "recovery service"; that is a scam.
Now, the part that matters for the future. If you hold funds on an exchange specifically because you expect to trade them often, a temporary pause is an inconvenience, not a catastrophe. But if you hold funds there because you wanted to move them somewhere else later, then the pause has already shown you the weakness of that plan.
