A withdrawal moves your coins from an exchange's custody to your own wallet. A swap exchanges one cryptocurrency for another, often without any exchange account at all. They are different operations that solve different problems.

You send from your own wallet straight to the exchanger — nothing to connect, no account, and you stay on this page throughout. Rates are indicative until a swap is opened.

Withdrawals are custodial handoffs

That means you pay a network fee and possibly an exchange withdrawal fee. The exchange decides when your request is processed. If the exchange is under load, you wait.
